I have examined the accompanying Ordinance, en'ifled

An Ordinance to apply a sum not exceeding Five million

five hundred and seventy thousand four hundred and

twenty-seven Dollars to the Public Service of the year 1909

and I am of opinion that the Ordinance is one which is not contrary to

the Governor's Instructions
